He was educated at Government College, Lahore. He became member of Indian Legislative Assembly in 1923 and worked as Minister Alwar State during 1928-29. Thereafter, he became Member of Indian Council of State in 1933. He became member of the Punjab Legislative Assembly in 1937 and 1946 respectively. He also worked as Parliamentary Secretary to the Punjab Government in 1937-44 and, thereafter, became Member of the Interim Government during 1946-47 after the creation of Pakistan, he became Health Minister, Government of Pakistan in 1947-48 and was sent as Ambassador at Iran in 1948.
