Pandit Motilal Nehru, in view of the new developments in the Congress politics, requested the Quaid-i-Azam in 1927, that if the Muslim League surrendered its demand of separate electorates, the Congress shall accept any other demand presented by the Muslim League in its place. The Quaid-i-Azam till then was a great advocate of Hindu – Muslim unity and wanted to keep it intact. He gave a serious thought to Congress offer and convened a meeting of Muslim leaders in March 1927 in Delhi. The meeting decided to give up the demand of separate electorates for the Muslims and presented a set of proposals known as 'Delhi Proposals' which are as follows:-
- "Sindh should be separated from Bombay;
- Reforms should be introduced in Balochistan and N.W.F.P., and they should be given status of provinces;
- The Muslims should have 1/3 seats in the central legislature as already granted;
- The Muslims should be given representation in Bengal and Punjab in accordance to their population"
The Congress and Hindu leaders, in the beginning welcomed the Delhi Muslim proposals but afterwards began opposing them. The extremist Hindu attitude proved the irrefutable fact that the Hindus did not want to give any safeguard to the Muslims.
